- 1. Indian politics – The recent assembly elections results have also been commented on by international experts. US political analysts said that the recent electoral results favouring the BJP signify that PM Modi has emerged as a clear favourite for the 2019 general elections. 2. Defence and military – Soon after North Korea launched four ballistic missiles breaching international sanctions, the US began the deployment of THAAD (Terminal High-Altitude Air Defence) in South Korea. The system is likely to be operational from April 2017. Both China and Russia have concerns on the US move saying that the system could affect regional security balance. Read more about THAAD here
3. Indian politics – Ever since BSP supremo Mayawati blamed rigging of the Electronic Voting Machines (EVM), Congress and AAP convener Kejriwal have also joined the bandwagon demanding the use of paper ballot papers in the upcoming elections instead of EVMs as they are vulnerable to tampering.
4. Indian politics – Ever since the use of EVMs in Indian elections in 1998, there have been allegations of tampering the machines. Hearing petitions against rigging elections through tampering in the machines, the SC had invited people to demonstrate how the machines could be tampered with. However, it found no credible evidence to the affect and dismissed the petitions. Meanwhile, the EC has ruled out the possibility of EVM manipulation.
5. Indian politics – Although emerging as the single largest party in the recently concluded Goa assembly elections, Congress failed to form government in the state, largely due to its own lethargy of not approaching the Governor to stake its claim. The SC dismissed Congress petition challenging the Governor’s role not inviting the single largest party to form the Government. The SC asked the Congress why it did not approach the Governor, and said it was the prerogative of the Governor to invite a party which the Governor feels could give a stable government, which could not be challenged.
6. Regional politics – Indian authorities suspended cross-border trade with Pakistan along the LoC after Pakistan continued ceasefire violation in the border district of Poonch. Pakistani firing severely damaged the Trade Facilitation Centre (TFC) at Chaka-da-Bagh. Read more about Terrorism here
7. Education – The All India Council for Technical Education (AICTE), a statutory body for technical education, approved a regulation for a single entrance test for admission to all engineering colleges across the country for improving engineering education in the country. The test would be on the lines of NEET (National Eligibility-cum-Entrance Test).
8. Society and culture – The European Court of Justice (ECJ) ruled that European companies can ban employees from wearing political and religious symbols including Islamic headscarf saying that it did not constitute direct discrimination. Religious organizations and rights groups have expressed concerns over the ruling.
9. Constitution and law – The recent BJP victory in the recent elections seems to have started showing its affect on the law and order machinery in UP. Absconding rape accused and former UP Minister Gayatri Prajapati has been arrested by the police in Lucknow on Wednesday.
10. Defence and military – US and South Korean military chiefs discussed North Korean threats and warned that North Korea could conduct provocative action in response to the large scale joint military drills between the two countries. 3. भारतीय राजनीति – जब से बसपा प्रमुख मायावती ने हाल के उ.प्र. विधानसभा चुनावों में इलेक्ट्रॉनिक वोटिंग मशीनों में हेरफेर करने के आरोप लगाए हैं तब से कांग्रेस और आम आदमी पार्टी संयोजक अरविंद केजरीवाल ने भी इनके उपयोग पर सवाल उठाने शुरू कर दिए है और मांग की है कि आगामी सभी चुनावों में इनके स्थान पर कागजी मतपत्रों का उपयोग शुरू किया जाए।
4. भारतीय राजनीति – वर्ष 1998 से जब से भारतीय चुनावों में ईवीएम (इलेक्ट्रॉनिक वोटिंग मशीन) का उपयोग हो रहा है, इनमें छेड़छाड़ के आरोप अक्सर लगते रहे हैं। ईवीएम में छेड़छाड़ करके चुनाव जीतने से संबंधित याचिकाओं की सुनवाई करते हुए सर्वोच्च न्यायालय ने याचिकाकर्ताओं को यह दिखाने के लिए कहा था कि इनमें किस प्रकार से छेड़छाड़ की जा सकती है। परंतु उसे ऐसे कोई विश्वसनीय साक्ष्य उपलब्ध नहीं हुए अतः ये सभी याचिकाएं खारिज हो गईं। साथ ही निर्वाचन आयोग ने ईवीएम में किसी प्रकार की हेराफेरी की संभावनाओं से स्पष्ट रूप से इनकार किया है।
5. भारतीय राजनीति – हालांकि हाल के गोवा विधानसभा चुनावों में कांग्रेस सबसे बड़ी पार्टी के रूप में उभरी, फिर भी कांग्रेस राज्य में सरकार बनाने से वंचित रह गई। इसका बड़ा कारण यह था कि वह समय पर दावा पेश करने के लिए राज्यपाल से नहीं मिली। भाजपा को सरकार बनाने के लिए आमंत्रित करने के निर्णय के विरुद्ध कांग्रेस ने सर्वोच्च न्यायालय में याचिका दायर की थी। याचिका को ख़ारिज करते हुए न्यायालय ने पार्टी से पूछा कि वे पहले राज्यपाल से मिलने क्यों नहीं गए, साथ ही न्यायालय ने यह भी कहा कि किसे सरकार बनाने के लिए आमंत्रित करना है यह राज्यपाल का विवेकाधिकार है और इसे न्यायालय में चुनौती नहीं दी जा सकती।
6. क्षेत्रीय राजनीति – पाकिस्तान द्वारा पुंछ जिले में लगातार की जाने वाली गोलीबारी के चलते भारतीय अधिकारियों ने नियंत्रण-रेखा के पास भारत और पाकिस्तान के बीच सीमा-पार व्यापार को स्थगित कर दिया है। पाकिस्तानी गोलीबारी से चका-दा-बाग स्थित व्यापार सुगमता केंद्र की भारी क्षति हुई है।
7. शिक्षा – अखिल भारतीय तकनीकी शिक्षा परिषद, जो देश में तकनीकी शिक्षा का सांविधिक निकाय है, ने एक विनियमन को मंजूरी दी है जिसके तहत देश के सभी अभियांत्रिकी महाविद्यालयों में प्रवेश के लिए एक ही प्रवेश परीक्षा ली जाएगी। यह प्रवेश परीक्षा नीट परीक्षा (चिकित्सा और दन्त चिकित्सा महाविद्यालयों में प्रवेश के लिए ली जाने वाली परीक्षा) के अनुसार ही आयोजित की जाएगी।
8. समाज और संस्कृति – यूरोपीय संघ के न्यायालय ने यह निर्णय दिया है कि यूरोपीय कंपनियां अपने कर्मचारियों को सिर पर पहने जाने वाले इस्लामिक स्कार्फ सहित सभी राजनीतिक या धार्मिक प्रतीक चिन्ह धारण करने से प्रतिबंधित कर सकती हैं और इसके कारण किसी प्रकार का प्रत्यक्ष भेदभाव नहीं होता। धार्मिक संगठनों और अधिकारवादी संगठनों ने इस निर्णय पर चिंता व्यक्त की है।
9. संविधान और कानून – हाल के विधानसभा चुनावों में उ.प्र. में भाजपा को मिली जीत के प्रभाव उ.प्र. के कानून व्यवस्था तंत्र पर दिखाई देने लगे हैं। पिछले 17 दिनों से फरार बलात्कार के आरोपी और भूतपूर्व मंत्री गायत्री प्रजापति को बुधवार को लखनऊ से गिरफ्तार कर लिया गया है।
10. रक्षा एवं सेना – अमेरिकी और दक्षिण कोरियाई सेना प्रमुखों ने उत्तर कोरिया से प्रस्तुत होने वाले खतरों और उसकी धमकियों पर चर्चा की और चेतावनी दी कि दोनों देशों द्वारा किये जा रहे संयुक्त सैन्य अभ्यासों के प्रतिक्रियास्वरूप वह उकसाने वाली कार्यवाही कर सकता है। वहीँ चीन के प्रधानमंत्री ने भी कहा कि क्षेत्र में बढ़ता तनाव कभी भी बड़े संघर्ष का रूप ले सकता है।

- 1. The Iraqi Civil War is a brutal conflict continuing in the Middle East since 2014. The ISIS (Islamic State of Iraq and Levant of ISIL) captured Mosul, Tikrit and major areas in northern Iraq in 2014, leading to the resignation of the Prime Minister Nouri al-Maliki. Other consequences were airstrikes by the US and many more, and Russian military aid to Iraq.
2. For both America and Russia, an ISIS that runs amok in Middle East is a basic challenge, as ISIS is a formidable fighting force that is capable of surviving despite the worst of adversities. For Russia, continuing ISIS presence in Syria undermines its own position, as Russia has invested heavily in supporting the Assad regime.
3. The Barack Obama administration was opposed to the human rights record of the Assad regime. Obama administration underestimated IS, it was clear that removing Assad would not be a key goal but destroying the ISIS would be. Then came the Trump campaign, with the fundamental promise that he would destroy radical Islam.
4. President Obama silently supported the Russian backing for Assad regime, and President Trump can openly support Putin’s support to Assad, in order to destroy the ISIS. It does make sense then for Russia and the U.S. to join forces in opposing IS but it should not be overestimated.
5. The Russian Defense Ministry said in 2017 that it had deployed new combat aircraft to Syria: Four Su-25 jets were added to the Russian air base in Latakia. Estimates suggest that before this increase, Russia had perhaps 24 fighters and 12-20 attack helicopters stationed in Syria. That is a small fraction of the Russian air force, not capable of beating the IS. Russian and Syrian forces needed almost a year and a half just to take Aleppo from the rebels.
6. The U.S. has fewer military assets on the ground in Syria, although U.S. military technology is the best globally but defeating the IS ultimately will need a strong ground-level offensive to destroy ISIS’s strongholds. The U.S. has avoided arming Syrian Kurds for fear of damaging its relationship with Turkey. The U.S.’ strategic relationship in the Middle East is with Turkey.
7. The U.S. and Russia have a shared problem in IS, and hence are going to cooperate more in addressing that problem. But one should not over-read the consequences as being propitious for overall relationship of US and Russia.
8. Following the December fall of eastern Aleppo to government forces, the Security Council of UN adopted resolution 2336 on 31 December 2016 welcoming Russia and Turkey’s efforts to end violence in Syria and jumpstart a political process.
9. By March 2017, Islamic State fighters were in disarray and struggling to fend off a rapid Iraqi offensive to recapture Mosul and expel the militants from their last major stronghold in Iraq. Iraq’s military is working alongside a U.S.-led air bombing campaign, to annihilate the ISIS.
10. Iraqi Prime Minister Haider al-Abadi said on March 14 that the government offensive to recapture the city of Mosul from Islamic State militants was in its final stages. It started in the Eastern sector in October 2016, and is now in Western sector.

2. अमेरिका और रूस, दोनों के लिए मध्य पूर्व में निर्बाध रूप से विस्तार करता आईएसआईएस एक प्राथमिक चुनौती है क्योंकि वह एक मजबूत लड़ाकू बल है जो अत्यंत विपरीत स्थितियों में भी बने रहने की क्षमता रखता है।रूस की दृष्टि से सीरिया में आईएसआईएस की निरंतर उपस्थिति उसकी स्थिति को कमजोर बनाती है, क्योंकि असद शासन को सहायता करने में रूस ने भारी निवेश किया है।
3. बराक ओबामा प्रशासन असद शासन के मानवाधिकार रिकॉर्ड का विरोधी था। ओबामा प्रशासन ने आइएसआइएस का कम आकलन किया। यह स्पष्ट था कि असद को हटाना मुख्य लक्ष्य नहीं था परंतु आइएसआइएस को नष्ट करना उनका प्रमुख लक्ष्य था। इसके बाद ट्रम्प का वह चुनाव प्रचार आया जिसमें उन्होंने वादा किया था कि वे कट्टरपंथी इस्लाम का नाश करेंगे।
4. बराक ओबामा प्रशासन ने चुपचाप रूस की असद प्रशासन की सहायता का समर्थन किया, और राष्ट्रपति ट्रम्प आईएसआईएस को नष्ट करने के लिए खुले तौर पर पुतिन के असद प्रशासन के समर्थन का समर्थन कर सकते हैं। फिर रूस और अमेरिका के लिए इस बात का कोई मतलब नहीं रह जाता कि वे आइएस के विरुद्ध अपनी सेनाओं को एकत्रित करें परंतु इसका अतिप्राक्कलन नहीं करना चाहिए।
5. वर्ष 2017 में रुसी रक्षा मंत्रालय ने कहा कि उसने सीरिया में नए लड़ाकू विमान तैनात किये हैं : लताकिया के रुसी हवाई ठिकाने पर चार एसयू -25 जेट और शामिल किये गए हैं। आकलन बताते हैं कि इस वृद्धि से पहले सीरिया में रूस के 24 लड़ाकू विमान और 12-20 आक्रमण हेलीकाप्टर थे। यह रुसी वायु सेना का एक बहुत छोटा हिस्सा था जो आइएस को पराजित करने में सक्षम नहीं था। रुसी और सिरियन फौजों को विद्रोहियों से एलेप्पो लेने में ही लगभग डेढ़ वर्ष लगा था।
6. सीरिया की जमीन पर अमेरिका की काफी कम सैन्य परिसंपत्तियां थीं, हालांकि अमेरिकी सैन्य प्रौद्योगिकी विश्व में सर्वश्रेष्ठ है परंतु अंततः आइएस के ठिकानों को नष्ट करने के लिए एक मजबूत जमीनी स्तर के आक्रमण की आवश्यकता होगी। अमेरिका ने कुर्द लड़कों को हथियार प्रदान करना इसलिए टाला है क्योंकि इससे तुर्की के साथ उसके संबंध बिगड़ सकते हैं। मध्य पूर्व में अमेरिका के तुर्की के साथ सामरिक संबंध हैं।
7. अमेरिका और रूस की आइएस के रूप में एक साझा समस्या है अतः इस समस्या के समाधान के लिए वे आपस में सहयोग कर रहे हैं। परंतु अमेरिका और रूस के बीच समग्र संबंधों को देखते हुए हमें इसके परिणामों के बारे में बहुत आशान्वित नहीं होना चाहिए।
8. दिसंबर के हुए पूर्वी एलेप्पो के पतन के बाद संयुक्त राष्ट्र सुरक्षा परिषद ने 31 दिसंबर 2016 को 2336 प्रस्ताव पारित किया जिसमें सीरिया में हिंसा को समाप्त करने और राजनीतिक प्रक्रिया शुरू करने की रूस और तुर्की की भूमिका की प्रशंसा की गई थी।
9. मार्च 2017 तक इस्लामिक स्टेट के लड़ाके मोसुल पर कब्ज़ा करने के लिए किये गए त्वरित इराकी हमलों के कारण छिन्न-भिन्न हो गए थे। इराकी सेना अमेरिका के नेतृत्व वाले हवाई बमबारी अभियान के साथ काम कर रही है ताकि आइएसआइएस को नष्ट किया जा सके।
10. इराक के प्रधानमंत्री हैदर-अल-आबदी ने 14 मार्च को कहा कि इस्लामिक स्टेट के विदरी=ओहियों से मोसुल को फिर से प्राप्त करने के लिए किया गया सरकारी हमला अपने अंतिम चरण में है। इसकी शुरुआत अक्टूबर 2016 में पूर्वी क्षेत्र में हुई थी और अब यह पश्चिमी क्षेत्र में है।
